I believe it's an instantaneous notification when you've paid the driving test fee (i.e. an email from the RSA). If you haven't received it yet, I'd give them a call to verify that they've received your application.

You can use the confirmation email they send as proof, it states within the email that "If you are applying for a third or subsequent Learner Permit, you can use this letter as evidence that a driving test is being arranged for you."

An official driving test date isn't necessary to renew your permit.

The NDLS will be able to verify that you have a test booking made. If you got a confirmation email from the RSA, this will also do.
