    Yes, the Dail and Seanad can pass legislation and the President can sign it. The legislative side of things does not require that a Taoiseach has been formally elected since the previous General Election, all it needs is a sitting Dail and Seanad which we have at the moment.

    Though we may be currently in a situation where the old Seanad is no longer, I think the elections to fill the next Seanad are well underway.

    In the situation you're referring to, the Govt. can introduce a bill and it's up to the members of the Dail and Seanad if it gets through.

    Following up on that point, it appears that the members of the outgoing Seanad continue to hold office until the day before the polling date of the election to fill their seats.....

    Bunreacht na hEireann

    18.9 Every member of Seanad Éireann shall, unless he dies, resigns, or becomes disqualified, continue to hold office until the day before the polling day of the general election for Seanad Éireann next held after his election or nomination.
