    Whats the general procedure for the legal profession if a client refuses to pay?

    There is no standard procedure.

    Some may tax costs or sue.

    Some refuse to sue clients or former clients.

    Some wait. If the client comes back at a later stage for one reason or another, he is asked to discharge his previous bill, first.

    Apparently the worst buggers for paying are solicitors. So I'm told, again and again, usually around the time the glasses are looking a bit empty.

    Yes, the barrister should be paid by the Solicitor who gets the money from the client.

    It's not uncommon (again so I'm told) for solicitors to be a bit slow in paying barristers.
