proof of separation of services

    Hi, we recently went sale agreed on an old property on an acre and are in the final contract stages. Couple of complications though, mostly down to the age of the property plus the fact there is a commercial site adjoining the residential property also owned by the person we are buying the residential property from. They are simultaneously selling this to a business concern.

    As the owner previously had his business on the commercial site all utilities, water, oil & electricity came from the residential property. As agreed all of these utilities will be disconnected prior to us moving in. We have requested certification/reports from a qualified tradesman/technician as evidence that this has been done correctly. The owner has said that they will not be providing these, no reasons given.

    Are we being unreasonable or would it be a standard request if separation of utilities was required on a purchase?

    I have a feeling that to save money they are planning to do this themselves (they might be handy but would not be qualified). Would be a bit concerned that we'd be left with no comeback in the event it wasn't done correctly, that and being liable if say a live connection was left between the two properties for instance.

    Also we have asked that new service connections to the commercial site should be from the road on which this site has ample frontage. Again is this a reasonable request? Lived in urban areas up until now so wouldn't be familiar with how services are normally connected to detached properties. I would imagine though each would be connected separately from the road correct?
