There is no earthing in the lighting circuits of a house and the owner wants to get metal switches instead of the old plastic ones and also metal light fittings. Is it within regs to run single earths to all switches and lights or should new 3 core cables be run altogether for all the circuits?

Single earth is fine however it may be more practical to rewire the entire lighting circuit when your at it(depending on age it might be due one)

The addition of the earth would "tick that box".
