Water pump cycling on and off, no hot water upstairs, no attic tank

    Hi,
    We live in an apartment spanning the second and third floors of the building. We have no attic and therefore no attic tank. The water tank is on the second floor and a pump is used to maintain pressure there. The gas boiler is on the third floor, as is the kitchen.
    Late last night, we noticed the water tank's pump coming on and off intermittently even though no water was running anywhere in the house. We were thinking a leak or pump issue. We decided to turn the pump off overnight.
    This morning, we turned the pump on again and things seemed okay for a while. The gas heating is fine, the rads are fine. There's always been an intermittent delay when it comes to getting hot water through the kitchen tap and with the pump off last night, it completely stopped whilst the cold water was reaching the tap. Both hot and cold are running okay downstairs, albeit at lower pressure.
    So my questions are: why us (?!), what might it be, is there any way to identify or troubleshoot the problem, and can anyone recommend a good plumper in the West Dublin / Kildare area?
