Hope you the V5C into your hand. You need it to register the car.

Not sure what that is, tbh.

The V5C is the regular document that goes with every UK car. When the car is being exported from the UK, the seller is supposed to give it to the buyer rather than send it to the DVLA as in a normal sale.

Do a search of this forum for DVLA V5C and you should hit relevant posts with links to DVLA instructions.

    I went on UK governmentwebsite
The permanent export cert is taking out of uk to another eu address called v561 form .it replaces the v5c which is a logbook .I rang revenue they said I need the permanent export cert . Vrtvpd2 form and declaration form . Proof of address .proof of ppsn .I bill in my name at current address .driving licence or passport and bill of sale
I need the permanent export cert to get engine number .I have vin number .think there is chassis number too often have to get
I got a bill of sale with garage name and all details are correct .only thing missing is vat number. Just wondering will a missing vat number on bill of sale be OK or not

That's all new to me (and to most regulars here I would think).

Anyway, I can't see absence of VAT no. being an issue. They accept a handwritten receipt, so...

Unless maybe the buyer (you) paid UK VAT and wanted to claim it back. Does not look like this applies in your case. I wouldn't worry.

Are you 100% certain about what you posted above? As I said, sounds new.

I checked out uk government motor agency website . Seems if no logbook or even if log book .when you take a UK vehicle out if uk permanent you have to get this permanent export cert . I think there was no logbook which according to uk government site you still need to fill in this permanent export cert to allow me to registerin ireland.i talked to revenue and ncts and they said without. Logbook .then need this permanent export cert in my name . Takes 3 to 4 weeks to get . Have another 1 or 2 to wait . In 2 weeks time I have to go to ncts for vrt inspection .if I don't have this export cert I have to change vrt inspection date . Not sure if charge for that

It sounds like you have to do all that because you do not have the V5C.

Next time, by sure to get it from the seller.

    Yes, OP is right.

Permanent Export Cert (V561) should be accepted by revenue here a proof of previous registration in foreign country (UK) if V5C is not available.
However, as mentioned it takes good few weeks to arrive.
Technically speaking in that time car should not be driven, as every car driven abroad (UK registered car driven in Ireland is car driven abroad) must have valid registration certificate carried by the driver. Also waiting for that Export Cert might delay VRT inspection above legal allowed timeframe, and therefore make owner liable to fines.

Correct way of buying vehicle abroad (in UK) is to take registration cert with you (V5C). DVLA advises UK sellers who sell vehicles abroad to hand down V5C to the buyer.
This is actually brilliant, as it's not the case in many other countries. It's more difficult.

Every country is different. In many countries, taking registration cert with you when buying car is not possible, as seller needs to deregister vehicle before you take it abroad. THat's how it works f.e. in Germany. In that case, you are able to get German equivalent of Permanent export cert and invalidated previous owner's registration cert from the city office there and take it with you right away. But you can not drive the vehicle though, as technically after previous owner deregisters it, vehicle is not registred in any country so can not be used on public roads. In that case, you either need to take it on a trailer/truck or buy temporary export plates with insurance for a week or so.
