I've lost my learner permit which I got last August and Im about to apply now for another. Does anyone know if this is considered a re-issued license, or a new license in terms of doing the driving test? As in, do I have to wait 6 months from the date of re-issue to do the test or not as I've not got a definitive answer from anyone on this? Thanks

The 6 month rules applies from the 'First issue date, by category'. When you get your replacement license it will still have the issue date of the original (assuming that was your 1st permit). So in your case the 6 months will not restart - it will start from the issue date of the lost permit.
