    hard to tell. I thought at first it was the wind ruffling, but it stayed around for 2 or 3 minutes and didn't change. Looks like a cyst or deformity to me. Bird was perfectly happy from what I could tell, flitting around and feeding

    I've seen a kind of liquid-filled blister type growth on tern chicks - usually on the body, and its apparently caused by a parasite - could be something similar here.
