I have an old bungalow were doing up that has a 30m small block wall at the front of the garden. The wall was built 25 years ago and is well settled on good ground and has a solid tarmac ground 6 meters to the front. We are wanting to tie in 750mm high stone to the wall and are wondering is it ok to build on top of the tarmac instead of cutting the tarmac to dig down to the footings.

Does not sound o.k.! You need a foundation. Consult a structural engineer.
