    Can you get an esr cut when it's non qualifying?

    Non qualifying means not counting for handicap purposes, so no.

    The ESR cut is automatic, the committee doesn't apply.

    45+points used to be the exceptional score in fourballs (get 2 in a year and you might draw the attention of your h'cap Sec :) )

    Wonder if it has changed now we play with 90% instead of the 75% of h'cap.

    I'd say it will. Its not four ball time yet in most places but friend of mine had his four ball qualifier last week already. He and his mate had 40 and got in but not by a lot. A fair few 39s didn't he said. Scoring has definitely gone up he thought. 46 won it.
