LTI card granted - can he get a refund?

My brother had a stroke in 2014 and was paying 28euro a month with a medical card, for various meds since the stroke (incl diabetes). He recently got the LTI card am now pays 15euro per mth. Is he eligible for a refund, and where would he apply? Thanks for any info.
