Can't pay for theory

    Hi all

    My little brother is booking his theory test at the moment but his debit card has been declined twice. He has enough money in the bank to bail the country out, so it's not for lack of funds. Has this happened to anyone, and if so do you have any recommendations?

    He needs to call his bank to find out why the transaction is being declined. The theory test folks won't know, their payment system just gets a approved or declined from the bank.

    If his account or his debit card is new, he may need to use it once for a point-of-sale transaction (with his PIN) to activate it before it will work for an online purchase; that's a security measure so crooks can't steal new debit cards out of people's mailboxes and use them to buy stuff online.
