Divorce with consent terms

Question re consent if anyone can help. Is it possible to issue proceedings for Divorce with consent terms attached? I understood that proceedings should be issued and consent terms agreed afterwards, but if they were agreed prior to the institution of proceedings is it still the case that you would issue a civil bill, include only reliefs agreed, and attach signed consent terms to it? Or does the Applicant issue the proceedings as normal (including only agreed reliefs) and the Respondent then simply consents in the defence?
