If an irish person marries a foreign person who requires a visa to stay here, do they automatically get permission to remain once they marry?

An Irish citizen married to a visa required national is not guaranteed a permission for the spouse. http://www.inis.gov.ie/en/INIS/Family%20Reunification%20Policy%20Document.pdf/Files/Family%20Reunification%20Policy%20Document.pdf

The only way to know the answer to the specific situation is to apply.

Even a non-visa-required national spouse is not guaranteed permission to remain. The registration process is just easier.

Not every marriage will be recognised by the Irish state. Bigamy is legal in some countries, but a bigamous marriage would be void in Ireland.

Even if here 15 years, they might try to kick the spouse out. http://www.irishtimes.com/news/crime-and-law/man-accused-of-helping-islamic-state-can-be-deported-1.2478750

It depends on the immigration status of the non-EU person. If they are illegal, they are required to apply as a married couple for permission to remain. Such an application can take up to a year to be processed and the non-EU person will not be allowed work during this time.

If the non-EU person has some form of visa already (not including a tourist visa), for example a stamp 3 (which does not allow you to work), they can present themselves with their Irish spouse at the GNIB or local Garda station and have their status changed to stamp 4 permission to remain which allows you to work. It depends on the mood of the Garda/Civil Servant how long this is granted for, it could be one year, two or three.

They need three years legal status as the spouse of an Irish national before they can apply for naturalisation.
