It's the sisters '00 1.0 Yaris... the most unloved, un cared for car that ever was in existance.

The car has had p0420 code showing for the last 4 or more years, passed 2 NCT's that way. Last year it failed on emissions, got a new oxygen sensor, deleted p0420 and it passed the NCT and the trouble code stayed away for a few months.

Failed the NCT again today just on emissions (and 2 tyres)... car can often have a phosphate/ eggy smell from the exhaust when it's cold and it a bit sluggish below 2k rpm... Hasn't seen an oil change in 2 years and hasn't seen plugs or an air filter in 4, but it does small mileage.

    I'm thinking the cat?

I would start with the air filter and spark plugs to be honest.

Air filter alone fan make a massive difference. My yaris had an eggy smell and the same code for years too and passed emissions. I just kept it serviced every year.

Oil deteriorates with time as well as use. 4 year old plugs and 2 year old oil with usually short journeys, an assumption from the low mileage, means that the car is probably full of sut. Service the car and take it for a blast in 3rd gear and see what happens.

It is unlikely to be a cat issue as the high idle CO figure is very low and that is when the cat is having to work harder.

The idle rpm seems very low and the high HC figure would suggest that it isn't running properly at idle, that would also account for the high CO levels.
