Windows 10 Fault 7000

For the past few months, I have been getting Windows error 7000 intermittently. (The Windows Update service failed to start due to the following error:
The service did not respond to the start or control request in a timely fashion.)

It started in early January and when it happens, I am unable to open progs such as cmd, task manager etc, as well as not being able to save files such as images using Chrome. During the issue, the Save file window in Chrome may take 5 to 10 minutes to appear.

When error 7000 happens, it continues to go in and out of error until a reboot, and in fact, it takes 2 to 3 reboots for it to clear completely.

I then may not see the problem again for a couple of days, or a week, or the longest was 4 weeks.

I suppose I'm really writing here first of all to see if anyone has been experiencing similar problems, but mainly to see if there was actually a way to contact Microsoft support?

I'm any 20 years of using Windows, I have never needed to contact support, until now. And searches reveal that there doesnt appear to be any way of raising an issue.

I've posted on a Microsoft troubleshooting forum along where others are having this issue, but Microsoft don't respond. In fact there are hundreds if not thousands of other cases of this with no resolution.

Does anyone have any suggestions as to where I can try next?

It was a new laptop purchased back in November that came with Windows 10 installed. Problem only surfaced in January.

    Thanks
