If person A is due to inherit property from person B, is it possible for person C to come to an legal agreement with person B to buy the property as soon as it inherited.

The agreement would be valid from when it is agreed until the sale occurs.

A much surer way of doing it would be for Person C to purchase the property now granting a life estate (or the modern equivalent) to Person B.

does the S14 of Land And Conveyancing Law Reform Act 2009 not prevent this?

It does, but there is a modern equivalent trust IIRC.
