TEN-T priority upgrades?

    Any more information on this tender that went out today?

    According to anfield1978 here , consultancy services are required for 3 major schemes in Donegal, one of those being the N15 Ballybofey bypass.

    Neither of the schemes are in the Capital Investment Plan, and are there other required upgrades needed around the country?

    Motorway/DC to Foynes along the N69 is one (but this is sensibly being done as an extension of the M20/N21 with an Adare bypass thrown in.

    The Republic of Ireland are giving €25m a year for the next 3 years so it shouldn't be in doubt at all.

    Personally I think it should be suspended as it could be totally wasted money now if a border goes back up. How are Donegal goods / services going to make any use of it if there's a customs border or if there's a hard border it's a mess too.

    Also why would the EU provide any assistance? The UK could be gone anytime soon.

    Given the totally unpredictable situation, we shouldn't be spending anything on projects like this until we have clarity.

    Aspirations and sentimentality aside, we're basically spending money on infrastructure in the UK when the UK is openly threatening to throw a border back up.

    That's tens or millions that could go on infrastructure we could use.

    The goal posts have been moved since the end of June and we need to ensure we're not lashing hard earned public money on a road sealed off by a border.

    I'm not saying cancel it, just park it until Brexit and border arrangements are fully clear. Only then should we be committing to any cross border public funding like this.

    To be honest, there shouldn't be a cent contributed to the A5 project by th RoI government until the N14 is upgraded from Letterkenny to the A5/N14 link bridge near Lifford and also the N2 is upgraded from the border to Ardee.

    No point in funding a road in another country if the approach in our country are crap.

    I think we really need absolute clarification on what's happening with Brexit before entering *any* commitment to spend anything in NI.

    The referendum has completely undermined the concept of an all-island economy and until we know what's happening it makes absolutely no sense to enter any new public expenditure commitments.

    It's an unfortunate situation, but 44% or those who voted in NI and a majority of the UK voted to end the current situation and the NI First Minister campaigned for this.

    There are real economic consequences to political decisions like this. It's not just some abstract political discussion.

    It's not really very reasonable or fair on the tax payer in the Republic to commit to spending anything further in Northern Ireland until we know what's happening in terms of access and use of this infrastructure. The whole concept is that they're shared facilities that benefit both communities.

    There were border checks in the 1990s despite the fact that Ireland and the UK had been EU members for over 20 years. Ireland and the UK were never part of schengen and we had a common travel area long before we joined the EU so there is no reason to start throwing up borders now.

    We didn't have any north south bodies or this level of corporation until after the EU full single market and end of customs barriers came into being.

    The CTA has absolutely nothing to do with trade and never had.

    The problem is that we are and will continue to be in the EU customs zone while the a UK will leave it. The CTA (if retained) will allow movement of but the UK-EU agreements on whatever customs arrangements they come up with will dictate goods and services.

    Even if we left the EU there's no guarantee we could negotiate a fair or beneficial customs arrangement with the UK and we would be the weak party in any agreement. So, it's really quite a mess of a situation.

    So really until this situation between the UK and the EU is resolved, the only sensible thing to do is suspend any spending in NI from our budgets. I don't think that's in anyway unreasonable, given the circumstances. Everything has been predicted on the fact that there's no barriers to trade or movement. That paradigm no longer exists once they sign Article 50.

    We need an actual plan for how cross-border infrastructure will work. Westminster didn't give it any thought at all as most of them don't seem to realise they have a land border with an EU member and they don't agree facilities with any continental country.

    There's a rake of crossborder infrastructure both public (roads, rail, investment in airports, health cooperation, crossborder bodies etc) and private : telecoms, gas, electricity etc.

    All of those things need to be planned for and weren't.

    The A5 is just one project of potentially hundreds that will be made a hell of a lot more complex.

    It's good to see the N13/N56, N14 & N15 schemes going back into proper planning, but they should be doing this with more than just these three Donegal schemes.

    M20 for one.
