NCT Emission test could not be done

    00 Toyota Corolla 1.4
    They were not able to perform the emissions test and the could not get the car to hold the revs between 2000 and 3000 rpm......it kept dropping back to 2000 after like 5 or 10 seconds

    Any ideas?
