Can anybody recommend a cheapish contraption that will do this? Am I looking at buying a SatNav? Is there a smartphone option that will not swallow data? These speed vans are gone beyond a joke in the places they park.

Here maps on Android and IOS has speed alerts. You can download maps for it and set the app to offline so it uses no data. Ireland is 197MB and Northern Ireland 161MB, so not bad.
