NCT query

Was doing a bit of research on a car I am thinking of buying and put reg into NCT site. Got this message:

"Warning. As you are re-arranging /cancelling this confirmed appointment, by not giving 5 working days (Monday - Friday, not including the day you contact NCTS) notice you will incur a surcharge of €22.00. For rescheduled appointments this will be applied when you next bring your vehicle for testing. If you choose to cancel this appointment the fee will be automatically taken from your card . This fee may be subject to change."

It also says the due date is 28/05/2016.

Presumably that means the owner of the car has an NCT booked within the next 5 working days?!

Also does the due date indicate that the car has a current NCT valid until the 28th May this year?

The reason I ask such obvious questions is that the guy selling the car told me on the phone it has no NCT and mentioned nothing about an appointment.
