Exporting car

I'm selling a car and a UK buyer has agreed to buy it. I brought it for the vrt exportation appointment today. Because the Co2 are unknown the girl said I will only receive 14% instead of 36% of omsp, she said I will have to prove that the emissions are higher if I want to get the higher rate. But surely the car when imported had to pay the 36% rate. Anyone any ideas ? It's a 1995 Japanese import 2.0 turbo so getting proof of the emissions will be impossible.
    Anyone any ideas ?
    Thanks

If you imported it pre 2008 I think the rate would have been CC based rather than CO2 so the 36% rate was unlikely to have been the amount.
