Why are there lots of foreign (Russian) trawlers clustered far off our southwest coast?

Is it because of the 200 mile exclusion zone?
Why are they in the one spot and not scattered around?
    Why are they mostly Russian?

If one is a factory trawler / ship won't the rest of the fleet stay within reasonable range of it to be offloading on a consistent basis?

They are mostly factory ships at Blue whiting, there are rsw Vessels working the same area, Norwegian, Icelandic and Faroese but they are usually only there a couple of days and then steam back to Norway etc to unload
