Small Fog patches inside double glazed unit

    Pvc windows are 11 years old, never an issue until This Morning, tried to wipe it off but no joy, fog in between glass unit.. This just appears on the one side opening - the glass units are ok in the rest of frame.
    Would the glass need to be taken out and replaced?
    If so would it be wise to change all the glass units in the frame at this stage?

    the seal between the two panes af glass has broken down allowing moisture to get trapped between the panes of glass just replace the glass in the effected side opening
