Has any party suggested reversing the abolition of the Rent tax credit?

I realised today that I'm liable for an additional €800 PAYE this year than I was in 2012 due to the gradual phasing out of the Rent tax credit. This is at a time when housing stock is at an all time low and rent prices are soaring, along with the disaster that is the spiralling homelessness in this country.
I can't seem to find figures on the value of the tax credit pre-2012, so I'm not sure if it was more before then, but the tax credit is not available to anybody who wasn't renting before Dec 7, 2010.
It may have made sense, in the short-term, at the time to abolish that tax credit, as rental costs were pretty low, but that extra few bob could make a big difference to the working poor, who are not able to claim welfare payments such as Rent Supplement to cover the cost of keeping a roof over their head.

Is anybody aware of any party/politician that has proposed anything to this effect? Or can anybody tell me why it would be a terrible idea?
