Could anybody come up with a convincing argument why Facebook Ireland haven't registered a data controller with the Data Protection Commissioner?

Don't they provide telecommunications services now?

Offhand, AFAIR from looking at the foundational EU directives, would the trigger for having such a Data Protection officer be that a volume of customer data is being held/processed and a duty exists then exists to ensure that personal data is protected. Given Facebook's business model, that would seem to be the case?
