How big should C:\Windows be?

One laptop, a Dell Latitude E4200, has a 64GB SSD. The Windows folder size is 21GB,97689 files,20436 folders()

    Another laptop, a Dell E6410 - 12.2GB,62376 files,12956 folders

Both run Win7 Ultimate. e4200 has had updates applied, Ccleaner run, HDD checked for errors.

I'd understand a few different drivers etc, but 21GB seems a lot, and space is at a premium with a small SSD.

    Any tips?

I'm running Win 7 Pro 64 bit and my Windows folder is 24.1 GB.

Have you run Disk Cleanup with the option to remove system files? It's a built in program.

    Check the size of c:\Windows\temp
You can delete whatever is contained without worry.

Is the E6410 a 32-bit OS? 64-bit is a fair bit bigger because it has 32-bit and 64-bit versions of most of the major system files and libraries.

    Nothing in \windows\temp
    Both laptops are 64bit OS

download treesizeview and see which directory is the issue.

    more than likely its winsxs

if it is read here http://www.howtogeek.com/174705/how-to-reduce-the-size-of-your-winsxs-folder-on-windows-7-or-8/

I already had treesize. Winsxs is indeed the major culprit. Deleting update uninstallers in disk cleanup as per that article showed 1.8GB there.

Now however, Windows is 22.2GB, 107820 files, 21336 folders !
