Well yes, they can cancel the last bit. But in this case I'm suggesting BOOKING USA - LHR, LCY - DUB. Then also booking a standalone LHR - DUB flight and just not taking the LCY - DUB flight. Sure, you have to check out and in cases etc which could be an issue.
