Why not just check the ISP's websites?

For what? Eir operate 24/7 365 for dangerous and priority stuff, 8-10 364 for regular helpdesk, 8-12 for Meteor/eMobile. VM are 9-6 Mon-Fri for nearly everything, but if you're important enough the NOC is 24/7 no doubt.
