Travel insurance dilemma

Has anyone taken out travel insurance with a pre-existing medical condition? It's a controversial condition and the traveller hasn't been serologically diagnosed in Ireland but they've had a multitude of tests/investigations/treatments so in the event of a medical claim it's likely the insurance company would relate it to the condition.

They don't have private health insurance which provides travel cover for policy holders.

The traveller is going on holiday to a European country so the EHIC will provide public health cover but not medical repatriation, say.
They're fit and active but concerned they might become incapacitated when abroad, albeit unlikely, and not be able to get home.

In a way they're tempted to take the risk of not being covered for pre-existing medical conditions due to the other elements of the cover.

Apparently Aviva and All Clear don't load the premium in the UK - has anyone used either of these?

    Any thoughts/advice?
