    Am I right in saying a car before 1990 is engine and exhaust exempt in the NCT ?

    Far as I know, stuff registered before Jan 1st 1994 have different standards to meet.

    In one word - no. It may have to pass lower CO and HC emission limits than newer cars, but that is all. Apart fro that there is no difference.
