Am I legally obliged to pay fees after withdrawing?

I withdrew from my course on the first day of second semester. I later read that the cutoff for withdrawals was a couple days beforehand. I should've known this given I had planned to withdraw, but I left it to last minute. Anyway, the college sent me an email reminding me I owe them €700 for the second installment of fees. I paid 60% in first semester. I don't have money to pay them with. Also I'm literally paying them €700 for nothing since I haven't attended any lectures for Sem2 or event stepped foot on the college grounds.

    Also I wasn't receiving a grant.

Am I legally obliged to pay them? Could me not paying them affect other college applications?

Yes, if you miss the withdrawal date you're liable for all the fees. The colleges need to allocate resources and plan, they cannot do this if a chunk of their funding is up in the air until 3/4 through the academic year.

The debt won't block applications to any other colleges, but they'll probably sell it to a debt collector so you'll have them hounding you.
