Must a Static Caravan park with no planning permission be removed?

If a static caravan park with multiple static caravans existed in Ireland for a period exceeding 12 years, but; a) It was not to regulation, e.g. sewerage and b) It has no planning Are there any legal conditions under which it would be allowed to remain, and who would enforce its removal?
