Does "vehicle" includes "pedal cycle"?

    “pedal cyclist” means a person driving a pedal cycle;

    “driving” includes managing and controlling and, in relation to a bicycle or tricycle, riding, and “driver” and other cognate words shall be construed accordingly;

    But does it say anywhere that a pedal cycle is a vehicle?

    “combination of vehicles” means a mechanically propelled vehicle and a vehicle or vehicles drawn thereby;

    “mechanically propelled vehicle” means, subject to subsection (2) of this section, a vehicle intended or adapted for propulsion by mechanical means, including—

    (a) a bicycle or tricycle with an attachment for propelling it by mechanical power, whether or not the attachment is being used,

    (b) a vehicle the means of propulsion of which is electrical or partly electrical and partly mechanical,

    but not including a tramcar or other vehicle running on permanent rails;

    Up to this point, I was not aware of Mr. Langwaller. I've only done law as a subject, not as a course.

    Indirectly I would say 'yes'.

    Here's my logic..... under road traffic legislation, a motor bike is a 'mechanically propelled vehicle'. That means that without the engine, it's simply a vehicle. Ergo, a pedal cycle is a vehicle.

    The prohibition on using a mobile phone while driving only applies to mechanically propelled vehicles. It applies to motor cyclists but not to pedal cyclists.
