Need help with size 20 dress and ladies' blue hat

I'm trying to do a cosplay for a convention, as a pirate disguised as Girl Guide from Aardman's the Pirates in an Adventure with Scientists.

I'm trying to find a blue wide brimmed ladies' hat and a size 18-20 womans' dress, as I'm a big lad.
Anyone help?

I tried charity shops, but can't find a blue dress or hat.

Something like this from boohoo could work.Cheap aswell since you probably don't want to blow the budget on a cosplay.
No advice on the hat though i'm afraid.

If you're going as the main lad in that picture you could easily get some yellow fabric in hickeys and make a sash.
