Cooker Hotplates & Energy Regulators

Hi folks, I think I have a dodgy 2kw solid hotplate but have been told its more than like the energy regulator (switch) that is fault. To determine if the regular is indeed faulty, can I switch the regulator from the 1.5w plate over to the 2kw plate, would that be ok.
