Handbrake not releasing left rear wheel

I have a 07 Ford Focus. This morning as I tried to drive off, it felt like the handbrake hadn't released. It was barely moving. Turns out the left rear wheel will not move. Right rear wheel is fine. I hadn't moved the car in around 10 ten days. I'm assuming it has seized due to dirt or rust. What's the best way to try and…
