PSCS Query - Topographical Survey

Does the provision of traffic management constitute a construction activity and hence would require the appointment of a PSCS by a Client if the traffic management was being used solely to allow a topographical survey of the road to be undertaken?

Site survey is excluded from the definition of construction in the 2013 regulations.
