Ridley Eos Headset Bearings

Hi, I have a Ridley Eos as a winter bike. The bearings are shot so stripped down the headset yesterday. There are two bearing cages with what look like 5/32 inch ball bearings in a metal cage. 24 balls in total. Can I replace this with a cartridge style headset? Do I need a full new headset or can I replace the bearings?
