Front wheel issue

Hello. Firstly, sorry if this is not the proper forum for this question but I'm hoping someone might be able to help. I have a mountain bike which had been stored in a shed over Xmas and throughout the bad weather. Yesterday I went to take it out but found that there was a leak in the roof which looked to be draining down onto the front of the bike. The front wheel now doesn't spin freely and if you wheel it, it locks up every now and again. Is this a case of maybe some surface rust on the brake pad or could there be something else causing the stiff wheel? There was no issues before it was put into the shed. The bike has hydraulic discs brakes if that makes any difference.

    Appreciate any help.

I would imagine that the bearings inside the hub have rusted over and this is causing the wheel to be hard to spin. Can you hear some grinding noise when spinning the wheels?

it can be related to the brakes as well, one way to test is remove the front wheel and try to spin the wheel on hands, don't hold the quick release, try to hold at the axel.

If spins completely free, very likely is the brakes, if don't probably is the wheel.

If you are not comfortable working on it, down to the local bike shop u go, as from wheel/brake failure is very dangerous, and u want to be sure is fixed properly.
