I ask this out of sheer curiosity.

On a road near us - suburban Dublin - I see that the ESB are replacing the old timber poles carrying the usual string of 4 or 5 wires between them. The poles are about 60 years old.

They seem to be replacing some of the poles with steel poles and some of them with wooden poles.

What determines whether the replacement pole is steel or timber ?
