silage if they eat enough to keep it fresh.
hay will keep for a rainy day

I think sheep prefer hay over silage.

Silage is a far better feed, i only feed hay to try to keep the straw bedded ewes dry. Ewes are just fussy it needs to be good silage for them to eat it

Moved from hay to chopped silage here two years ago. Ewes get it from late October onwards, up to spring grass. They get a shake of meal in final week or two before lambing. I find they appear to be one condition score weight wise better off on silage then they used to be on hay and not as light in spring with no weak lambs.
