    It's a stainless steel blade

Most knife blades are 'steel' the question is weather it's carbon or stainless. Stainless, depending on the quality will be more resistant to rust and corrosion, while carbon will rust and corrode in frount of your eyes.
If carbon steel blades are badly rusted pitting will occur and the edge can be literally eaten away. If so you will require a regrind or re-profiling.

If it's cosmetic staining and surface rust use the finest sandpaper there is to polish the blade then resharpen. There's plenty of threads here giving excellent advice on sharpening.

I use the poor man's way with an oil stone and finish with a wooden block and fine grade wet and dry sandpaper. Sharpen at a 22 degree angle and strop the blade in the opposite direction. With practice you will achieve razor sharp edges that will only require honing after use.

Are you going to be in the States any time soon? Bark River offers a refurb/resharpening service.

You mail the knife to them and pay $15.00 for the return shipping. $40.00 if you are outside the US.

If it's very rusty then it will require hours of sanding using finer and finer grade grit if you're doing it yourself. Maybe look up a knife maker and he might repolish it for you. The sharpening will be easier. Where in the country are you?
