Had a laptop with win 7 on it broke it by stepping on it, took the ssd out got the key from it. Recently got a nuc got it set up but when I put in the key get an error code. I've googled the error code it says I need to go the phone activation route but its not giving me that option. Any suggestions?

Are you trying to use the laptop's key on another machine? If so it's not allowed. It lives and dies with the machine it came with.

Cheers for the info, that is irritating to say the least.

I don't think that's entirely true. Doesn't it depend on the type of key that is installed?

OP, if you want to force phone activation, just type
    slui 4
    into a command prompt.
Worst thing that will happen is it won't work.

If it's an OEM key, that is, one that came with the laptop, then it's not allowed. Only a full retail copy can be transferred and it's unlikely that you'd get one with a laptop.
