Has anyone used strangers as witnesses for civil ceremony?

    Where did you find them? Are you allowed to use staff at the registry office or did you have to flag someone down on the road? Did you have to pay them?

    I got married in Belfast in a registry office we had to give our witnesses names and addresses n advance

    You could ask about using the staff when you register intent to marry. You have to give names and DOBs for witnesses but they can be changed on the day (we did this). I'm sure they're well used to such requests.
