Could anyone give me a ballpark figure on just the cost to fit 40mm lowering springs like Eibachs or H&Rs on a mk4 golf?

150-250 euro depending who and where. Be prepared in case top mounts or shocks are found to be damaged though on removal as that will increase the cost again.

I'd have said €30-€40 per corner. Any mk4 I've seen has had its top mount bearings dried out so maybe factor them into the cost.
