Parking Bay, double yellows - is there any difference between these two?

On street parking bay on a busy road - no signs to say it's a private parking bay but there have been "words" and disapproving looks any time we park there. It's directly opposite an apartment block, footpath in between. The spaces were built when the apartments were.

The double yellow lines run up the street like this :

But I would have thought in order to prevent parking at all it would have to be painted like this :

I've looked (briefly) through legislation here, search for RRM 008, it describes " indicate that parking of vehicles is prohibited at any time on that side of the roadway"

Any thoughts? I can ring the council to check and see if no joy here

Looks like the people in the apartment's think that they own the space like people in housing estates think that they have a right to park on the road outside their house. Have a look up and down the road for any parking signs, if there are none it's free for all.

Probably intended to be a drop off zone but is it's not signed up it's a free for all....it's clearly part of the road, not the appartments

Is it not illegal to park opposite a continuous white center line at all times?

The yellow lines indicate the edge of the road, the bay is not on the road.

But, does the white line not supersede any other markings? If there are double yellows and / or white lines, you still can't park on the edge of that road. Granted the yellows mark the edge of the road, but then what 'controls' to the left of them? Is it not part of the road way? Do they not form the right edge of the 'new' roadway?

(I'm speaking off the top of my mind, but if I was pulling up there, I'd consider it a loading bay at best, certainly not a long term parking spot)

The yellow lines indicate the end of the carriageway, so you can't park between the solid white line or the yellow lines. The bay is off the carriageway so unless otherwise signed it's free to park in. There was obviously supposed to be a sign there but until there is anyone can park there.

Park to your heart's content! Residents won't involve the council as it might cost them 'their' free parking.

the other interpretation of course is that it is part of the pavement....

Seems like a very common sense interpretation of the situation. Whether anyone in the council or the apartments holds the same view...
