Do all the scrappage deals being offered by manufacturers require the vehicle to comply with government scrappage like nct etc or do the dealers have leeway ?

I'm not sure, I was under the impression that the car needs to have a valid NCTcert and be taxed to qualify for a government backed scrappage deal, although I might be wrong.

There is no Government scrappage scheme at present. Any scrappage scheme who are seeing is just another name for a discount by the manufacturer. And most manufacturers have their own terms and conditions around what qualifies. In alot of cases they are not actually scrapping the car but rather sell it on through the trade to smaller dealers. Most of them will require the car to be owned by the present owner for a certain length of time, have a valid NCT and be up to a certain age.
