Wet window board area

Have an old solid stone cottage, doing it up. Have put up line hemp Crete on the walls and triple glazing Windows. Have wall vents 4" pipe and trickle window vents where wall vents could not be placed.

I have not put the scratch coat and skim coat plaster on the walls yet, the hempcrete is almost dry, ready for application of the scratch.

I have noticed this problem on there flat window board area of moisture sitting there, only since moving in and the hemp been done.
They used to be dry, but with winter weather and hemp and better insulation and better ventelation it's wet. Windows are dry and frames too.

    Any ideas of the problem?

I was told its moisture in the hempcrete condensing on to them, been the coldest part of the room.
